If I recall correctly, the Phillippines is where they had some rebel groups going around decapitating people to intimidate people a few years ago. I think finally the president said enough is enough and just refused to negotiate.

It could be that they have had enough of that sort of thing in their own country. And maybe whatever Bush bribed them with to get themto go to Iraq to start with was not enough to justify the risks.
